The question of Market accommodation was referred to the Public Works Committee which unanimously agreed to recommend that a Supplementary Vote should be taken at once to enable the works to be undertaken forthwith. As these works were of pressing emergency, Votes were brought before Council in accordance with the recommendation of the Public Works Committee, so that the much wanted Market accommodation might be provided without unnecessary delay. A sum of $5,000 was voted by the Legislative Council so as to enable the Director of Public Works to proceed at once with the preparation of the site for the Market at Kowloon Point: a sum of $12,000 was voted towards meeting the cost of the erection of two temporary Markets, one opposite the Sailors' Home and one adjoining the new Harbour Office: and a sum of $3,000 was voted towards the cost of extending the Wantsai Market. This improved Market accommodation which is necessary on Sanitary grounds will also prove a source of increased revenue.
A new Slaughter House is to be built at Shaukiwan on which a sum of $8,000 will be expended, and a disinfecting station is to be established at Kowloon at a cost of $8,000 whilst the Plague Hospital at Kennedy Town is to be extended on which a sum of $15,000 will be spent during 1902.
Application has been made to the Secretary of State for the services of a Bacteriologist (See Governor's Despatch No. 40 of 5th February 1901: Colonial Office Despatch No. 130 of the 19th April, 1901: Governor's Despatch No. 221 of the 19th June, 1901), and it is hoped he may arrive during the forthcoming year. No provision has been made in the Estimates for this Officer as it is not known what salary he will require. But a sum of $10,000 has been inserted in the Estimates towards the cost of a Bacteriological Institute which it is hoped may be commenced as soon as the Bacteriologist does arrive.
The importance of road making has also received attention. The Taipo Road 16 miles in length will be completed early next year, thus enabling traffic by road all the way between Kowloon Point and Taipo. The Conduit Road will be widened at a cost of $8,000 and a new road will be commenced between Sham Shui-po and Lai Chi Kok. A new road will also be made above Bowen Road, joining Magazine Gap and the Peak Roads.
A commencement will be made with the new Clock Tower on which it is estimated a sum of $25,000 will be spent during the year.
